April 20, 2025 – Sacramento, CA — Governor Gavin Newsom has appointed Amy Tong, former Secretary of the California Government Operations Agency, as his new Senior Advisor. In this role, Tong will focus on enhancing government efficiency and spearheading technological innovation across the state.

Tong, who immigrated from Guangzhou, China, to the United States at age 12, has dedicated over three decades to public service in California. Her career began as an entry-level programmer at the State Water Resources Control Board. She later held key leadership positions, including Chief Information Officer at the California State Lottery and Director of the California Department of Technology. In 2017, she was appointed as the state's Chief Information Officer.

As Secretary of the Government Operations Agency from March 2022 to February 2025, Tong led significant reforms, such as reducing procurement timelines by 40% and implementing AI-driven disaster response systems that reportedly saved $1.5 billion during the 2023 wildfires. She also championed the use of blockchain technology to streamline fiscal processes, aiming for substantial administrative cost savings.

In her new advisory role, Tong plans to develop an AI governance framework within 90 days, launch digital literacy programs for civil servants, and achieve 80% contactless government services by the end of 2025. She is also committed to addressing the digital divide by installing 1,000 smart service kiosks in community libraries statewide.

An active member of the Asian Pacific American Public Affairs Association (APAPA), Tong has mentored over 200 technologists, with 65% coming from minority backgrounds. Her efforts have set a new benchmark for diversity and inclusion within California's tech workforce.
